Well, this did it for me :

1. Open the .pac with HxD

2. Search for yCS_hair

3. Select these parts:

4. Go to Edit > Fill selection... > Ok

5. Search for m_hair

6. Select these parts:

 

 7. Go to Edit > Fill selection... > Ok

8. Save

I think so, as long as you know what you should search for (step 2 and step 5), and which value you should fill with 00s (step 3 & 4, and 6 & 7)
