How would i go about adding hulk hogan without cheat engine or X packer?

Not possible. His pofo, needs to be injected in the game, and saved into memory.

Unless I misunderstand what VisitorX's tool does, it seems that it will install characters without CE or Xpacker.

Yes, exactly. That is the main purpose of CCT. But it is not released so there is no other way at the moment.

So, once its released, i can use your new tool to add Hulk Hogan right?

Yes, you can add him. But you have to do some things manually via another tool "Data Editor". So you have to include his entrance and maybe edit his moveset for the right music. But for the pac/moveset/pofo installation part, yes, you can use CCT for that.
