Layer Modifiers?

okay so during the smackdown vs raw series there were layer id modifiers, and we could do various things with it. so i'm not sure if this has been asked yet, but is it possible to create something in cheat engine similar to the layer id modifiers from the SVR series, things like adding long hair to kane without his mask, having hair show under a caw's hood, having more than 1 pair of socks, multiple face paint, etc. i'm not expecting something like this to even be done, but its worth a shot to see if it is even possible.
