Basically he scouts talent, by traveling to the Indy circuits and promo vids sent in by wrestlers.

actually, no he doesnt. the WWE has talent scouts (namely Dr. Tom Pritchard) J.R. observes the people that Dr. Tom finds, and he does negotiating with people to get them there, and get them away from there...so he's not really a scout

JR is no longer in that position though, john "johnny ace" laurentitis (spl) has become talent relations JR is now VP of something. He must kiss vince's ass til his lips chap.

WWE needs Jeff back, especially if they put him on the slowly painfully dying Smackdown brand. That's only my opinion.
