I'm more of an old school modder/gamer so I refuse to pay $30 for some simple modding tools. I haven't done any serious modding since high school when I created maps and skins for Tribes 1 & 2 and Unreal Tournament so a lot has changed in games since then. It may take me a month or two to learn everything but I am already pretty skilled at texture modding. There are definitely some wrestlers I would like to add who people don't seem to create or they do and the mods just don't look very good.

X-Packer / X-Rey are mainly for those that want to create new mods and for that it's great because you could navigate some stuff yourself but X-Packer makes things 10 times easier.

And yet cheat engine is entirely free while X-Packer is $15. Considering that X-Packer only has one function (for a specific game) I would say it is the more simple tool of the two choices. Also, I still think this is highly dubious from a legal perspective considering that he is making money from something that is kinda required (for people who don't know how to do it themselves) for modding 2K's game. If you have a sustaining job and aren't wanking into a towel in your mothers basement on benefits, then the price tag is absolutely nothing. And that is the source of the problem. No modding community should ever rely solely on one modder's work to function. That is how situations like this are created where a modder can charge high prices. Also, its not paying $30 that matters, considering I buy a game about every week and often pay twice that. Its the principle of the issue that bothers me. As I said, we never charged for mods or modding tools so this sets a bad precedent in the gaming community. How long will it be before everyone is charging for modding tools? How long before they start trying to charge for certain types of mods too? Where does it end? Probably not. Yeah, he makes tools to mod their games, but he's no directly using anything they've made. That's US. So really, if they wanted to come after anyone, it would be people who get "donations" for their mods that are using 2k's models and textures.
