Yes, you get them with the pc release of wwe2k16

Well, the same way you get the likes of Bobby Lashley or even Jim Duggan on 2K15, I'm pretty sure you don't need the PC release of 2K16 to get those guys lol.

I was just asking because eri could be too busy or simply not wanting to make them.
