My Career unable to start rivals with the champion if your not ranked 1

In the rankings for the WWE World Champion I'm 4th place. Instead of working my way up I start a feud with Lesnar. I start the feud, play one match, The feud is over. Has anyone experienced this issue where you can't start a rivalry?

It's intentional I believe. You're not supposed to face the champion in a rivalry until you're the No. #1 Contender, which is why the feud ends after one match.
