How to unlock IC Belts?

Trying to unlock the 2 IC belts from the 90s, mainly the one from 98-11.. Anyone know how?

I think it's by ranking up online. I was checking the unlockables and I noticed some title's are only unlocked by getting certain Ranks on online this year
