Based on the picture above it seems that when you add certain hair the head still shows through the top of it. Is that the bug you are speaking of?

 

If so you should be able to open up your yobj files in 3DSMax move the hair object up slightly so that the head no longer pokes through, and then export it as an obj file. Then you can import the new hair obj back into the hair yobj using x-rey. Tekken's tutorials detail this in greater length.

 

Looks good so far BTW. Any plans on doing a grungy blonde hairstyle?

Yep, this is it. You should fix hair vertices.

Yeah, not so much a bug as a matter of certain characters having chubbier heads than others. :p

Oh...wow...how did I not notice that..lol. Does that appear like that in game? Seems like some of the hair polys/vertices were stretched. Did you try to move it in 3DSMax and maybe stretch one by accident (trust me it's easy to do).

For Brunette Punk, could do the simple red/black attire. Though a shorts look would be sweet.

Haha. That's exactly whose hair I was working with for my Crow Sting mod. Nicely done. You'll have to do quite a bit of tweaking in 3dsmax in order to have it sit properly. I'm still working on it.

that its the problem i dont know how to use 3dsmax open the 2715.zlib archive and fix it and i dont see any tutorial in the forum :(

Rename it to a yobj, make sure you have brienj's plugin and then import in 3dsmax. Look at Tekken's modelling tutorial for more details.
