I know there is a paid tool for this, but i'm sure someone else could do it. I don't have much modding knowledge on my own but I want the managers/announcers/refs/ etc, playable.

Apparently, those kind of things need to be paid for. Or you could find the free mods that exist and learn to code, etc. I know I'd never pay for that kind of stuff.
