Replacing .pac with another, doesn't work?

Is there something I'm missing here? I looked through the guides but couldn't find it. I'm replacing a .pac with one I downloaded, should this be enough or am I missing something? When I try to start the match it just keeps on loading.

You need to update the arc files.
