Adding Managers?

Has anyone had success adding new characters as managers through dlc? I'm trying to add Lana and Zeb Colter from wwe15. I followed all of the typical steps with dlc. I clicked on non-playable in their pofo through xpacker, but they don't show up in the managers menu. However they do show up under superstars and divas if I change their pofo settings to playable. Thoughts on how to get them under managers?
