adding wrestlers to DLC 5

I am messing around DLC 5 to add a new wrestler, whenever I do it Legends pack (Jake, Sammartino, Dusty Rhodes, Rick Rude) is disappearing from the DLC list selection screen (in-game), Virgil and added wrestler are working fine in-game. I already unlocked the bit using hex editor. Is there something more I must unlock?

 

Anyone successfully added a wrestler to DLC 5?

 

Here is catalog.dlc file in hexeditor Virgil and Sandman working fine in the game but legends pack is missing from the selection screen.
