The only reason WWE have legends in their games is so that the game will also appeal to fans of the 80's/90's age demographic, it's as simple as that. Some people bought WWE '13 solely for it's Attitude Roster. This is now a fact. When you consider this, a new game without legends may very well lose those purchases. This is why we have a special guest pre-order character each year, and this is why that character is not a current performer.

 

This game doesn't have as much appeal as the last two. No one is gonna buy this game JUST for the fact that it's on next gen...
