So I'm confused. When it comes to this topic. Is this just another way to replace in-game characters with mods or is this a way to add new mods as DLC?

You can do both, you can change the height and weight of a in-game character to replace him, or you can add a mod as a new custom dlc. Of course only on jailbreak/cfw.
