Bret Hart's ring post figure four

The ring post figure four only works on three corners of the ring.  It works for the bottom left corner and the two corners on the top.  The top corners require the steel steps to be moved beforehand though.  I cannot get the move to work on the bottom right hand corner.  I don't know what I'm doing wrong.  Is this a glitch?

Let me first say that I'm using the moveset by Righteous for the Hitman.  He has the ring post figure four as one of his signatures.  When I try for the ring post figure four on the bottom right corner, I hit the "Y" and then the move turns into a back chop (signature move animation).  There is no step to move in that corner either.  I'm stumped.
