Actually in the final step of miztah raza tutorial, what is this FF FF FF FF effect?

 

 

• Finally, we move over 3(So in total, we skip 6 0's) bytes and then add "FF"(So a total of 8 F's) 4 bytes after that 1 byte after the other, like so: 
• After that just press CTRL+S and your misc.pac is saved!

 

After i add the code for attires name, should i really add FF FF FF FF? Because when i see the rock (retro), he has 5 attires and didn't have those FF FF FF FF after each attires code.

Please help me im really curious.

He doesnt have the FF FF FF FF because some of his attires are locked by default and have to be unlocked in 30YofWM mode. The FF bit sets the attire as unlocked by default.
