Im mot sure if you can inject the dlc itself to 13 but you can add the wrestlers by replacing ingame character.

The best is to get a jtag/Rgh and you can probably get a 2k14 game for 20$ these days.

Legend 3 is next by the way , along with Legend 1-2 update

It is proved and working on 14. You're in the 14 section on this forum. In 13 you would be trying to see if it works....
