It may be possible since in the my wwe section on the main menus there's a section that allows you to edit teams. This wasn't possible in the games after svr10 so I think we may be able to this time around. Also it might work to the advantage of caw teams coming out together in story designer

I think Tag Teams Rosters and Factions should be separated. 

 

For  each Factions should have least two Heels in them. You could choose which ones are faces and which ones are heels.
