WWE 13 Texture Tool not loading

I'm trying to use Brien J's Texture Tool and everytime I open it this happens - 

 

Also I need the "Xbox 360 Development Kit AKA XDK" so if you someone could point me in the right direction I'd much appreciate it - I can't find it anywhere

The same thing happens when I open it or the CAW Editor.
