I've Used BrienJ's Tool To Unlock NPC's So Now I'm Able To Use Them All Except Hornswoogle , He's Not Even Visible When I Used Him In The Royal Rumble Match , But After Watching This Video For BrienJ I'm Sure There's A Way To Play As Him

Also, to make it work, do the following:

Download Horizon or LeFluffie.

Open the save file in one of those programs.

Extract the only file that's inside of the save file you opened(Go into the contents tab).

Save this file as Extract.dat, the ".dat" is very important.

Open Extract.dat in the save editor.

Make the desired changes.

Click save.

Now, re-inject Extract.dat in the savedata.dat container(by opening the savedata.dat, going into the contents tab, right clicking the existing file and choosing replace).

Re-hash and resign with your IDs, transfer back to your USB .

 

It should work then. I think that you're probably directly editing the savedata container, and that isn't your fault, there's not really a ReadMe included with it

Well That's The Tutorial i've found

Another quick tutorial to get hornswoggle playable.

1) Open the ARC file in HEX
2) Do a text string search on 19501
3) You should find it in EMD3, now name this slot in what ever slot you want. For example name slot 195 to 163 which is no model slot.
4) Then simply enable that no model slot and your done.

Tip:

Also change the picture IDs to the no model ID which are located under SSFA, SSFB, SSFC as 195

 

The problem is that i search the arc file but it can't find the number ? Anyone know the correct number ?

Finally got him working , i replaced HBK's DX-gear & HBK's shirt With him , He's CH195.pac
There's a problem that he's fighting in the air , i mean his legs don't touch the ring & he got the moves of HBK , Anyway how can i put a new no model slot into that game so that i don't have to replace anything for HBK & Also change the movesets freely for the suitable one for Hornswoogle ?!

or unlock NPC's in 2007 & 2009 i mean is there a tutorial for editing the savedata to enable NPC's ?
or if anyone have the game save with npc's enabled just upload it or if there a tool to unlock this just tell me ?
