You don't. You can't. PAC files are only editable with a jtagged Xbox or Jailbroken PS3.

The better question is what makes you think you can? Like Judders said, you'd need some form of modded console in order to do any of this stuff. You're not able to use mods on normal retail consoles. It just can't be done that way.

 

As for your other question, I can't quite help you out there as I'm not on the PS3.

The only mods you can use on a Retail PS3 is PUR3s tool for renders and CAW conversions as well as BrienJs tool for PT injection.

CH.PAC etc can't be modded on PS3 unless it is jail broken.
