Well to start off with it's not the correct size. Avatars should be 150(w) x 250(h), the one you made is 167(w) x 263(h). The effect you used looks horrible, the image ends up looking very pixelated. If you have any questions, don't be shy, just ask.

well I intended the effects to be weird looking but I agree with you on the size and low quality
