Has anyone ever come across someone who has played like this? Apparently its a hacked moveset and it is one of the most infuriating things ever. I've come across at least 8 players so far.

That's what happens when the developer cares if you hack the paint tool logos or the selection screen pictures for CAWs, but don't give a damn about protecting the movesets ...

They say they care about online cheating, but if they REALLY cared, they would have spent more time protecting the movesets, than they did on the other things.
