Not sure what is wrong with your particular paint tools in question as you're on XBL but here's an idea you might want to try:

^ this is a program that Nike the Bike posted about a while back on a few forums and what it does is it allows said user to open a image in the software by right clicking and then opening file name as you normally would do if you were browsing / viewing saved pictures on pc... Again by right clicking you can adjust the transparency of said uploaded image making it transparent like the following example: ( Nick's SVR 2010 Hogan as shown below

and if you drag the actual program over so it over lays the PT file window you'll then get the transparency so you can attempt to draw whatever and such. It also works good for blending stuff as well.
