I think it might just be down to the files themselves, as a lot of the themes i've downloaded vary in how loud or quiet they sound. The best option i've found is just to play around with the options until your happy with them, as I dont think the same setting is gonna work for all themes.

is there a specific format needed? i tried both mp3 and wav neither work for me

In Audacity your best using mp3 files. If you cant import a certain mp3 file try another mp3 to see if it's just a problem with just that one file.
