Arthur isn't dead. Angela said shoot him in the back of the head, then Peter does something different.

If he is dead for good, I think it's ridiculous as they have missed on massive opportunity by not keeping him as the bad guy for Volume 4. He is the best bad guy they've had, or ever likely to have. Plus he is probably the best actor on the show by a country mile.
