Given the fact that THQ has a Cobra Commander looking hood available I figure it would be half way believable and give people something more productive to do, seeing if it was true rather than pointless arguing. They do have Zartan in the game though, he is in disguise as CM Punk. You have to unlock everything in Legend mode in 1 hour or less. Zartan will now be available if you select CM Punk and then select "Zartan Attire". His entrance is cool, the area is all dark and when he gets in the ring the lights come on and he turns blue then grabs himself and starts screaming.
