If you have the Normal edition, I believe that Manage DLC is empty because you don't own the DLC. I could be wrong though. No, I actually don't have the game yet. I'm waiting until all DLC has been released. When it has, I will buy the game. My thought that the problem might be the Edition you have was only a guess.
