Where they all caws? or a mixture of Superstars and caws? I know there was an error where if you just use caws you still get that message about needing 15.

no they are superstars and a caw couple of caws , Sabu , Goldberg, Sting, My Created Character , Jason Voorhees , Bane , Jacob, Cass , ASAP My bros Character, Sid Vicious is that the reason

Do you have 15 on Raw and another 15 on Smackdown? or just 15 in total?
If you have 15 on both then i'm not sure what the problem is.
